On October 30, CETC Party committee held a meeting in Beijing to convey the spirit of learning party's the fifth Plenary Session of the 18th CPC Central Committee and the important speech of General Secretary Xi Jinping, so as to settle down the implementation of measures.

At the meeting, Party members, chief engineer Wu Manqing conveyed the spirit of the fifth Plenary Session of the 18th CPC Central Committee to participants. Wu Manqing said, the Plenary Session listened and discussed General Secretary Xi Jinping’s work report on behalf of the Political Bureau of the Central Commission, and the Plenary Session approved the work of the Central Committee Political Bureau since the fourth Plenary Session of the 18th CPC Central Committee.

The plenary session of the CPC Central Committee discussed and passed the CPC Central Committee on the development of the thirteenth five year plan on national economy and social development. General Secretary Xi Jinping made explanations on the "Recommendations (Draft)" to the plenary session. Plenary session passed the communiqué of the fifth Plenary Session of the 18th CPC Central Committee of the Communist Party of China.

Wu Man Qing pointed out that General Secretary Xi Jinping reported from 11 aspects of the implementation of the party's the fourth Plenary Session of the 18th CPC Central Committee of the spirit, national security, technological innovation are described in detail the current trend and the specific, which reflects Party Central Committee's decision deployment after the 18th CPC Central Committee, the decision making is strongly ideological, strategic, forward-looking and instructive. These discussions are closely related with us, there is a strong guiding significance for CETC to make planning, comprehensively deepen reform, the establishment of modern enterprise system, to grow stronger and better.

Party secretary, Chairman Xiong Qunli shared four points of his understanding on participating the party's the fifth Plenary Session of the 18th CPC Central Committee to the participants:Firstly, the new normality is a new opportunity. To grasp the new normality and adapt to the new normality, lead the new normality is a national “the thirteenth five year” planning and also objectives and requirements of CETC’s “the thirteenth five years” planning. Under the new normality, innovation driven development extends to theory innovation, system innovation, technological innovation and cultural innovation four areas. CETC must use the unique advantages of these four areas to transform the new normality to the new opportunities for development.

Secondly, reform is the “Golden Key” to open the door for the development of the new normality. Reform is the most pilot, the most groundbreaking key link for the country's “four comprehensive” strategic layout, and also is the most advanced, the most breakthrough key link for the development of state-owned enterprises. Market, modernization and internationalization are the basic requirement for the deepening the reform of state-owned enterprises, only by continuing to promote reform, CETC will stimulate all aspects of work to move forward.

Thirdly, innovation is the first impetus to the development. Science and technology is the first productive force, also the core and foundation of the construction of innovative country. CETC has good innovation gene, also needs to strengthen the scientific and technological innovation, institutional innovation, organizational structure innovation and basically cutting-edge innovative, in order to adapt to the fierce competition in the field of high technology.

Fourthly, to strengthen the party's construction has special guiding significance. This year's inspection and audit will not affect the process of reform and development of CETC, but for the reform and development direction, enhance the power, the reason lies in continuing to strengthen the party's construction. In the future CETC will continue to strengthen the party construction, comprehensively and strictly develop the party for the implementation of the “two responsibilities”, which will establish itself as political foundation and material base for the ruling party.

The meeting agrees that, CETC party group will firmly put the spirit of unity of thinking and action to the plenum, following the Central Party Committee and the "proposal”‘s deployment and requirement to do CETC’s solid work. All level party organizations should treat the plenary meeting spirit as the primary political task for current and in the future, through the center of the group learning, organizing lectures, training, seminars and other variety of forms, to grasp the spirit substance, unify their thinking and understanding, doing a good job in the implementation.
