It is both neither history lecture nor economy analysis lesson, but CETC’s half-year economy operational report meeting as well as party lesson of “Three Stricts and Three Steadies” special education.

What is the main topic of this meeting and why did the attendees talk about history and economy?  I will explain it to you clearly.

It is said by the official that the aim of the meeting is reporting the operational performance assessment of subsidiary units 2014, analyzing first half-year economy operation and situation, arranging the key work of second half-year 2015, at the mean time, giving lectures on “Three Stricts and Three Steadies” special education by group leaders.

Nearly all the members of party group, all the party cadres of head-quarter, leading group members of subsidiary units in Beijing attended this meeting, the ones who could not come, listened to the lecture by screen in branch meeting room. The total numbers was around 3300.

According to the report titled CETC operational performance assessment 2014 and first half-year economic analysis 2015 made by Zuo Qunsheng, vice president of CETC , the first half-year 2015,CETC gained 69,560,000,000 RMB, year-on-year growth of 22.6%; the total profit is 7,040,000,000RMB, year-on-year growth of 42%; year-on-year growth is 46.2% of the economic value added. The economy keeps on speeding up on high grade.

A general condition should be clarified that central enterprises’ year-on-year drop of operational income and total profit were 8.4% and 5.4% at the same period. That means CETC achieved economy reversal under unfavorable factors, such as internal economy downturn; lack of demand inner and abroad, fierce competition etc.

Fan Youshan, president of CETC shared his feeling of “Three Stricts and Three Steadies” in the party lesson afternoon. He told the audiences that the earnest implement of “Three Stricts and Three Steadies “are the primary cause of economic operation reversal at the first half-year, the basic method confronting complicated situation correctly, the basic magic weapon of strengthening belief to develop consistently, the fundamental guarantee of realizing the goal this year and drawing future plan.

Fan Youshan said, he profoundly understands the significance of “Three Stricts and Three Steadies “issued by general secretary Xi Jinping. Generally speaking, on the first half- year, CETC gained encouraging results, while we cannot ignore some points as below. Our economic growth scale and speed cannot satisfy the need of achieving struggling index and how to change it? There is a phenomenon of operational quality imbalance among the subsidiary units, and how to change it?  The shortage of technology innovation and ability construction cause competitive weakness follow up and how to change it?

Targeting on the questions, leaders made deep analysis and way outs. Xiong Qunli, chairman of board, secretary to party group proposed four work requirements.

The first one is strengthening belief, struggling consistently and achieving the task goal of the group comprehensively this year. The encouraging results and development situation build a active base for the second half-year. Xiong Qunli pointed out that we were still facing great challenges, the disparity of ability and strategic layout and business necessity cannot scarify the need of top 500 global companies with high quality. All the units must obey the goal, tasks, key points and plan made by party group, must focus on both speed and quality, must achieve the goal “prominent in China” and get into top 500 globe companies with high quality.

The second one is recognizing the overall situation, planning for the group’s future. On the second half-year, CETC should work out the medium and long term development plan and embracing closely around realizing “two goals of one hundred years” and dream of the great rejuvenation of the Chinese nation, meeting new situation, new task, new requirement, following national and social trend and structure, analyzing the encouraging results and lesson in the period of twelfth five-year plan. Specific speaking, they are strategic deployment of “four comprehensives” and “two goals of one hundred years” issued by party center, the key progress of the great rejuvenation of the Chinese nation, the strategic transformation period of China’s economy, the national strategy of “One Belt, One Road”, the concentration to ocean, space and network, the order of “can fight to win the war” made by general secretary Xi Jinping. We have to make effort to finish the ten-year development plan with high standard as soon as possible, according the general goal of CETC, which is to build an outstanding company around the world, playing significant role in national security and national economy construction, led by CPC. All the departments and sub-units must pay attention to researching, arguing and formatting of branch plan, special plan and sub-plan. Besides, all the units should work hard to finish thirteenth five-year plan before the end of 2015.

The third one is highlighting problem-based, deepening rectification, forcing reform to push construction of governance system and ability of CETC. The core point of the third plenary session of the 18th CPC central committee is to build a mature set of national governance system and ability. In the process of reform and development, CETC finds out some problems that cannot meet the needs of reform, so establishing and improving CETC governance system and ability is very important.

The mature set of governance designs the governance structure and system of CETC. Reflecting the problems of 8 aspects and 2 categories given by central inspection team, CETC party group issued rectification program and requirement. Auditing work is coming to the end, and party group will deepen rectification according to the auditing results and view. On the second half-year, CETC is determined to speed up reform, carry on rectification and construction of finance system, asset system and talent team, by seizing the opportunity of inspection and audit.

　   The fourth one is to advance special education of “Three Stricts and Three Steadies” deeply, implement the requirement of “run the party strictly” comprehensively, develop “pattern of quantization and effectiveness system of party construction” . The progress of “pattern of quantization and effectiveness system of party construction” is highly effective, and the key work of next step is to make steady promotion of enterprise culture construction of CETC, to implement the spirits of the central party’s mass and youth meeting, to fight for the comprehensive development of CETC, by bringing labor union, youth and all the cadres and mass into play.  According to the center’s request, CETC party group held CETC mass and youth meeting on time, researching and deploying the key emphasis in mass and youth works, breaking through bottleneck of ideological and cultural construction, party construction and ideological construction in other areas.
